New Vietnam Law Shuts Down Independent Think Tank

Hanoi - Vietnam's only independent domestic economic think tank has closed because of a new regulation limiting the activities of scientific and technical organizations, the group's head said Tuesday.

A statement on the website of the Institute for Development Studies said it was closing down because of a prime ministerial decision that went into effect Tuesday.

The decision includes a list of 317 topics that scientific and technical organizations are allowed to study and bars them from publishing results bearing on government policies.

'If a scientific or technical organization has opinions commenting on the guidelines or policies of the [Vietnamese Communist] Party or the state,' the decision states, 'it must send them to authorized party or state bodies and is not permitted to publish them under the organization's name.'

Richard Gere: After Obama, a Tibetan leader of China?

WASHINGTON (AFP) — Actor-activist Richard Gere voiced hope on Monday that China could one day have a Tibetan leader much as the United States now has a black president, but said it was crucial to be firm with Beijing.

Gere, a Buddhist, was in Washington to lobby Congress to support Tibet on the eve of the 50th anniversary of China's crushing of an uprising in which spiritual leader Dalai Lama escaped to India.

China has poured troops into Tibet for the sensitive anniversary but Gere said the election of US President Barack Obama should serve as an inspiration for historically oppressed people.

"Thirty years, 20 years ago, who would have thought there could be a black president of the United States? Things change rapidly -- and it's usually in crisis and tragedy that things change the most," Gere told AFP.

Information on 2009-H1N1 Influenza in Vietnam

influenza. As of August 17, 2009, the WHO and Vietnam Ministry of Health have confirmed over 1,000 cases of this influenza in Vietnam.

The Embassy and Consulate General wish to remind American citizens of the information below. Please note that as a virus spreads, government policies on screening, testing, isolation and quarantine are subject to change.

As of August 17, 2009, Vietnamese authorities are screening all passengers arriving on inbound international flights for signs and symptoms of 2009-H1N1 influenza virus infection. Passengers are required to fill out declarations describing current symptoms and possible exposure history, and are screened for fever. Passengers with a temperature over 38 degrees Celsius (100 degrees Fahrenheit) or who exhibit flu symptoms will be referred to medical facilities for further diagnosis. A positive laboratory test result for infection is not required for hospital isolation; Vietnamese health authorities can and do isolate individuals based on a medical opinion that they may carry the virus causing the disease. Passengers with confirmed laboratory diagnosis of 2009-H1N1 influenza will be isolated and treated at the facilities listed below:

“Những Chiếc Lá Thời Gian - The Movie” retraces the steps of a Vietnamese immigrant on the bumpy road to success in America, through sweat and tears.

The cast includes first class Vietnamese actors: Quang Dũng, and Việt Trinh, with Miss Asia USA 2006 Jenny Phạm, as a special guest star. The movie is directed by Lê Cung Bắc (in Vietnam) and Bùi Quang Đạt (in the U.S.). Screenplay by Châu Thổ and Bùi Quang Đạt.

Nguyễn, the movie’s protagonist, leaves Vietnam for the U.S., with the promise to return after three years to marry his first love, Thủy. In America, Nguyễn finds himself in various difficult situations, due to his misunderstanding of the local culture and his limited language skills. Nguyễn juggles with several menial jobs trying to put aside some savings.

Berlinale Devotes Film Series To The Fall Of Communism

Berlin - A special series of films at this year's Berlinale film festival commemorates the 20th anniversary of the fall of the Berlin Wall.

Under the motto, "After Winter Comes Spring", documentaries, animations and feature films made in eastern Europe in the years leading up to the fall of communism are due to be screened.

According to the Museum for Film and Television in Berlin, at the time of their production, the films gave an honest view of life under totalitarian regimes, auguring the changes that lay ahead.

The documentary film Christine, which gives its name to the series of screenings, by the director Helke Misselwitz, gives an insight into the lives of women in the German Democratic Republic.

*Although there has been a number of articles about NVA spy master Pham Xuan An, if you haven't read Thomas Bass' book, this review by Asia Times Online is worth a read. The CIA's Asia Foundation paid for him to be trained as a journalist; An played a role in planning some of the major battles in SVN; and An arranged for the swap of POW Doug Ramsey for an VC colonel, but the CIA refused the swap and Doug spent 7 agonizing years as a POW. An old Asia hand and friend of mine says that Larry Berman's book "Perfect Spy" *is more accurate.

In May , the Ministry of Natural Resources and Environment granted Loc’s bags the *“Environment Green Label”* title. He has also passed quality assurance inspection by the Ministry of Science and Technology.

About 1,000 workers at a Vietnamese company that produces shoes for export have gone on strike for higher wages, a company official said Thursday.

Workers at An Thinh leather shoes company in southern Binh Duong province were in the second day of their strike action, said an official from the company, who refused to give his name and position to AFP.

"They have violated the labour law, which may cause losses for the enterprise. So they might be sacked," he told AFP.

The workers have requested a 10 percent increase in their average monthly salary of about two million dong (111 dollars), he said.

Last year, communist Vietnam was hit by a record 762 strikes, many of them in textile and footwear plants as workers struggled with rising costs.

Arriving in China on her first visit as US secretary of state, Mrs Clinton promised a new relationship between the two countries, one she considers to be the world's most important of the 21st century.

Mrs Clinton landed in Beijing from South Korea, where she lashed out at the North Korean "tyranny" of its leader Kim Jong-il.

But in contrast she offered a conciliatory hand of friendship to Mr Kim's ally China, contradicting hostile policies both she and President Barack Obama promised during their presidential campaigns last year.
